A Courtesy cards cause a minor flap LONG BRANCH (AP) Restaurateur Pasquale J. Simonetti flashed a "special legislative aide" card to a city. police officer when stopped for allegedly running a red light two weeks ago. Simonetti said he didn't get a ticket, but the officer took the card, which was signed by state Sen. Eugene J.

Bedell; D-12th-Monmouth. Bedell said Thursday he prints. the cards and sends them to "Monmouth County Democratic Committee people, officials and friends." Bedell's Republican opponent in the upcoming Senate race, John P. Gallagher of Lincroft, said handing out the cards is "bad judgment." "I see absolutely no benefit from it, and I don't think the general public sees any benefit from it either," Gallagher said. HE SAID THE CARDS give the carrier a special title, and imply special privileges that are not deserved.

The cards imply their carriers have "some sort of standing with the than the average citizen and should be given state government," and a are "somewhat better special privileges." Gallagher said it was that "someone would try to use (the card) for special consideration, as Simonetti did." Both Bedell and Simonetti recognized that, when Simonetti flashed the card to a city police officer, he wanted special consideration. But Bedell said, "If someone was going to get a citation, the card would not prevent the officer from giving one. The officer followed the correct procedure by taking the card as they take PBA (Policemen's Benevolent Association) cards for making out the When asked the card's use, Bedell answered with a question: "What use do PBA cards have? What use do personalized license plates have?" Bedell said the cards have a disclaimer on the back, which says they confer no special powers. A SENATE SPOKESWOMAN said the cards are intended to prevent unauthorized people lobbyists from entering the chambers. She knew of no rules governing the printing or issuance of cards, but that they're given to senators so aides or special guests, such as students, may enter the floor.

Higgins, 49; Paterson policeman TOTOWA Charles R. Higgins, 49, died Thursday at St. Joseph's Hospital and Medical Center, Paterson. Mr. Higgins was born in Paterson and lived in West Paterson for nine years, before moving to Totowa eight years ago.

He was a member of the Paterson Police Department for 20 years, serving as radio-car patrolman. He also was with the Records and Identification Division and most recently served with the chief's office staff. He was a Navy veteran of the Korean War. Bontempo, 80, is being investigated because for several years he has drawn a salary as "chief of security" for Newark's five reservoirs in northwest Jersey even though he has been living in Florida for part of the time. He drew more than $19,000 in 1979 and more than $23,000 in 1980 and received several checks this year, city records show. Bontempo resigned from the city council in 1974 after 16 years. He sold a Warren County home in 1976, a Hunterdon County house at the end of 1979 and bought a condominium in Stuart, in July 1978, property records show. John Azary, 51 NEW YORK (AP) John Azary, captain of Columbia University's undefeated 1950-51 basketball team and one of the leading scorers in the Lions' history, died in his sleep Wednesday at his home in Baltimore, the school announced Thursday. He was 51.

Azary captained the 1950-51 club that went 21-0 before losing to Illinois in the first round of the NCAA championships. Azary, a New York native, is the ninthleading all-time Lion scorer with 1,037 points. Funeral services were to be held tonight at the Walter B. Cooke Funeral Home in Bronx. M.
